Worked as the GIS SME for the United States Department of Homeland Security (DHS) Federal Protective Service (FPS) at the Joint Incident Management Center (JIMC) in Alexandria, Virginia. FPS is the security police division of the National Protection and Programs Directorate. FPS is the federal agency charged with protecting and delivering integrated law enforcement and security services to facilities owned or leased by the General Services Administration (GSA) and their occupants. The JIMC provides a 24/7 Watch for the FPS. My job was to provide Geospatial capability to the JIMC.

• In this position I performed numerous tasks, including:
o Geocoded the 9000+ FPS protected buildings (2000+ locations required re-geocoding by hand to ensure proper location precision. Extra care was necessary due to incorrect/incomplete data in the buildings database. The Buildings dataset is now updated on a monthly basis by me to keep it up to date.
o Created ad hoc maps of incident (e.g. bomb threats, active shooter, unruly persons, etc.) locations that occur in or near FPS protected facilities in order to provide FPS upper management situational awareness.
o Created polygons of the FPS Regions, Districts, and Area Commands to better track where incidents occur. These polygons have been published to the FPS DHS Geospatial Portal site (aka the GII) - which I control - as well as to the NPPD ArcGIS Online (AGOL) site.
o Use those polygons to create Heat and HotSpot maps of incidents for upper management.
o Created (if necessary) Hurricane Map to identify potentially vulnerable FPS protected buildings.
o Assisted the transitioning of the JIMC Watch from ArcGIS Explorer to ArcGIS StoryMaps to create the morning Daily Brief that is presented to FPS upper management. This transition will include training the JIMC Watch Officers to use the new system.
o Consulted with the DHS Geospatial Management Office (GMO) to create a Common Operational Picture (COP) which will replace the current ArcGIS Explorer based COP used at the JIMC. The new COP is viewable online by stakeholders in the FPS Regions, Districts, and Area Commands, as well as FPS upper management and will improve situational awareness.
o Located, created and published numerous geospatial datasets to both the FPS GII site (via ArcGIS Desktop) and the NPPD AGOL site (via ArcGIS Pro) in order to facilitate sharing of data to the various DHD/NPPD/FPS geospatial data users, including FPS upper management.
o Maintained links to various Web Mapping Services (such as live feeds to NOAA Weather Warnings Watches and Advisories Statements and Weather Radar, FEMA, etc.) for use by the Watch on the JIMC. COP.
o Liaised with GMO, OCIA (Office of Cyber and Infrastructure Analysis) and ESRI (the firm that writes the ArcGIS software) to obtain datasets, software, training, and other geospatial assets in order to facilitate tasks needed by the JIMC.
o -Performed any other miscellaneous geospatial tasks that arise, such as changing symbology, creating ad hoc maps, training Watch Officers, etc.

Responsibilities
• Worked as a contractor at the United States Department of the Interior Office of Law Enforcement Security on the IMARS system (IMARS stands for Incident Management, Analysis and Reporting System). IMARS provides a Department of the Interior-wide information collection, analysis, and reporting system for incident information, mostly law-enforcement related. The NICHE Corporation’s COTS Records Management System (RMS) was selected by the IMARS management team as the solution to allow officers to enter incident information in the field. Working with the developer on the L-3 project team, my job was to integrate GIS and mapping capabilities into the NICHE RMS.
• Performed many varied tasks as the GIS SME for the IMARS project including:
o Determined the hardware and software required for the GIS system. Installed the hardware and software for the GIS system, including ArcGIS for Desktop and ArcGIS for Server (I was the ArcGIS Server Administrator).

o Created center points for over 2500 polygons representing the National Park Service, Bureau of Land Management, Bureau of Reclamation, and Bureau of Indian Affairs lands. The latitude and longitude of these center points were then used in the ArcGIS JavaScript API and in .NET plugins (built by the L-3 developer on the IMARS project) to allow users to zoom into specific polygons on maps when using the NICHE RMS. Users can click on a map in the RMS and enter a point for an incident. By hovering over the point, various attribute information about the incident is displayed based on data entered by the user into the NICHE RMS.
o Assisted the developer with writing the ArcGIS JavaScript API code used on the project.
o Created a portal using ArcGIS for Portal to host IMARS maps and analytical tools.

o Created and published multiple maps to ArcGIS Server and shared these maps with the IMARS Portal for GIS.

o Users had access to the maps in the Portal. The maps contained points representing incidents. By hovering over a point, various attribute information about the incident was able to be displayed based on parameters entered by the user into the NICHE RMS.

o Created a Geocoding Service and published it to ArcGIS Server. This service was used by the ArcGIS JavaScript API to allow officers to zoom into incident locations.
o Connected the NICHE SQL database used by IMARS to ArcCatalog. This file was then added to ArcMap and the table was geocoded and the resulting dataset was published to ArcGIS Server/Portal. This allowed analysis of incident data to be performed by users using ArcGIS tools that we created (such as ‘Query’ which allows users to select out different types of incidents and publish maps containing just those incidents).
o Using ModelBuilder, created a model that automates connecting to the table in the SQL server database where the IMARS data is stored, adding X,Y coordinates to the table and then export the layer as a feature class to the enterprise geodatabase. This model runs as a scheduled task on a daily basis to append new incidents to the IMARS Incident Map we published to the IMARS Portal.

Accomplishments
Successfully integrated GIS and mapping capabilities into the NICHE Records Management System which is used by the Office of Law Enforcement Security at the U.S. Department of the Interior to record law enforcement incidents. Also, created a web map using the ArcGIS API for Javascript that is published to our ArcGIS server and shared with the portal I created (using ArcGIS for Portal) that allows users to query incident data.

Worked on the Computer Aided Dispatch and Records Management (CAD) system for the Alexandria Fire Department. Tasks included attending CAD meetings at the Alexandria Fire Department and to assist with documenting the fields in the High Plains database.
• Have worked on several projects for the Enterprise Maintenance Management System (called Cityworks) including:
o Have written metadata to the city standard for several datasets. Wrote a FAQ document for city metadata users. Also assisted with the upgrading of the city metadata on SDE.
o Updated the city's EOC Snowplow Zones Map
o Used aerial photography layer to perform QA/QC on the city's Building Rooftop layer. The focus was on the 12000 townhouses in Alexandria. Identified 700+ necessary edits to the dataset.
o Completed a pavement update project for another city department. Using topology tools, 385 gaps in a prior vendor's pavement dataset (TransMap) were identified. New pavement lines were also created to reflect new development. The pavement dataset was also symbolized by Ownership (i.e. city, state, private, etc.) In addition, the project required the creation of a polygon dataset of school parking lots and a line dataset of school driveways. Project also involved the amalgamation of existing data to create a complete dataset containing the alleys in the city. A map was created for the in-house client and the data was reviewed by them and then turned over to the city's new vendor (Dynatest).
o Assisted with the review of the city's new GARI system. GARI is the city's interactive mapping application.
o Unit Collection Project - Part of the city's Public Safety Information Gathering Project, a major project to upgrade and improve the 911 system. Completed tasks include:
* Prepared and submitted for management approval a project plan for this assignment.
* Cleaned up (removed duplicate addresses, checked for misspellings, etc.) and geocoded the Alexandria Fire Department's CAD Locations table.
* Spatially Joined the CAD Locations dataset to the city's Address point dataset.
* Loaded the result of the spatial join into an Address Unit Point table. The result of the Load resulted in a table that contains all of the city's apartment and condominium units (40000+ units).
* Prioritized the buildings in the city by height and number of units to make the project more efficient (i.e. the plan was to validated the largest buildings first).
* Created a plan to communicate the ongoing status of the project to GIS staff and other departments. This included submitting a weekly status spreadsheet and symbolized map.
* Part of this project included targeting specific Census Blocks for a Census Question Resolution Challenge that the city submitted to the Census Bureau. Identified, analyzed, and isolated the required data. Prepared necessary spreadsheets and maps.

Used the ETL tool to merge schemas from various sources into the final output shapefile. The Spatial Adjustment toolbar was used to edgematch centerlines between jurisdictions.
o Assisted COG Department of Transportation staff to produce a regional walkability study by building several shapefiles according to their specifications. Created a geometric network using Navteq node data. Wrote documentation about the shapefile creation process.
o Attended meetings of COG's regional GIS committee. Learned about regional GIS issues and met with GIS Stakeholders across the area.
