DEPARTMENT: Human Resources, Central New York Regional Transportation Authority

STARTING SALARY RANGE: Grade 5 - $50,904 to $56,897
Note: Starting salary is determined by evaluation of experience and qualifications for the position and will be set at some point on the pay scale.

JOB SUMMARY: This position is responsible for providing administrative and technical support in the administration of the authority’s human resource programs. This position will handle the Authority’s recruiting program and EEO requirements. Position is non-exempt.

MAJOR DUTIES:

1. Oversees the creation, reproduction, security, maintenance, and use of personnel records and files; ensures that employee records are complete and in compliance with state and federal regulations.
2. Coordinates recruitment process and transfer process for all represented and non-represented staff at all CNYRTA transit properties. Facilitates the recruitment process for authority management and supervisory staff.
3. Conducts initial interviews with prospective candidates for represented staff and coordinates the scheduling of interviews for management staff.
4. Reviews employment applications candidates for proper credentials and qualifications and communicates with the departments. Assists Departments in scheduling physical exams, drug tests and background investigations when hiring new personnel. Receives and analyzes the results and makes recommendations to management staff regarding acceptance or rejection of the candidate.
5. Organizes and attends recruitment activities to increase applicant pool.
6. Orients new employees; explain and collect employment paperwork, complete I-9 forms, answer questions pertaining to benefits enrollment and deferred compensation.
7. Conducts new employee training on company policies as requested.
8. Collects data and maintains accurate records regarding compliance efforts under the Equal Employment Opportunity (EEO) program and the Americans with Disabilities Act (ADA).
9. Accurately maintains and reviews the human resources database (PDS); enters benefits and salary adjustments; changes personal information; removes terminated employees, adds new hires, creates new positions in the system, generates reports and responds to inquiries from employees and management.
10. Oversees seasonal student program and state fair program, including entering and removing employees in the system, completing the paperwork, setting up drug screens, performing background checks and creating employment files.
11. Maintains and updates job descriptions for all positions.
12. Maintains performance evaluation records for all employees.
13. Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

Education/Experience: Bachelor’s Degree with applicable experience preferred or equivalent combination of education and experience may be considered.

1. Knowledge of state and federal laws related to and personnel processes.
2. Knowledge of records maintenance procedures.
3. Knowledge of authority policies.
4. Skill in data entry.
5. Skill in using standard office equipment, including a computer and standard business application software such as Microsoft Word and Excel.
6. Must have good organization skills as well as the ability to work independently.
7. Skill in oral and written communication.
