INTRODUCTION: Reporting to the Senior Homeless Management Information System (HMIS) Manager, the Tampa Hillsborough Homeless Initiative is seeking a full-time HMIS Manager to provide data and technology support in a collaborative working environment. The HMIS Manager is responsible for system setup and maintenance, providing training, support and technical assistance to users and providers, and ensuring the system follows the latest HMIS Data and Technical Standards. The HMIS Manager must be creative, innovative, and enjoy working within a small, fast-paced environment that is mission-driven, results-driven and community-oriented. Qualified applicants must possess exceptional interpersonal skills, analytical skills, communication skills (written and oral), time management skills, organizational skills, good judgment, and be a team-work oriented problem-solver who can balance among multiple priorities and complex tasks. The HMIS Manager must be able to work independently on various projects, from conception to completion, and must be able to work under pressure at times to handle a wide variety of activities and confidential matters with discretion. Applicants must possess advanced computer skills to complete data entry and database management functions, proficiency with MS Excel, experience with developing system reports in a �drag and drop� GUI environment, knowledge of HUD/Federal partner programs, have analytical skills, and have excellent attendance/punctuality while handling a fast-paced and demanding workload.

In reporting to the Senior HMIS Manager, the roles and responsibilities of the HMIS Manager will be:

HMIS Support

Merge duplicate client records in HMIS.
Create and maintain end user accounts.
Create and edit HMIS reports related to monitoring, CoC performance, and project performance.
Review and update community partner profile information, provider standards, bed lists, visibility, security settings, service settings, and other provider information in HMIS.
Assist with analysis and revisions of system workflows used by partner agencies.
Conduct basic and advanced user trainings.
Provide Technical support to users/projects.
Adhere to the latest version of the HMIS Data and Technical Standards and the UNITY Policies and Procedures.
Assist with federally mandated reporting such as AHAR, HMIS APR, PIT, and HIC, etc.
General Staff Support

Participate in proactive team efforts to achieve high-quality, standards-based service, departmental, and company goals.
Follow all organization�s policies, practices, and procedures.
Maintain a positive attitude and commitment to a positive work environment.
Continuum of Care Support

Attend meetings within the Continuum of Care.
Prepare and present HMIS presentations.
Serve as a liaison to a CoC committee.
Special Projects and Initiatives

Assist with the completion of the HUD CoC Collaborative Application and its components for submission.
Lead special HMIS and Organizational projects.

MINIMUM QUALIFICATIONS:

A Bachelor�s degree in and knowledge of Health and Human Services and Homeless Management Information Systems (HMIS) OR, an equivalent combination of education, training, and experience in social services, homeless services, a continuum of care agency, or HMIS lead agency. Documentation of academic achievement, applicable licenses and/or certifications must be submitted by the time of the oral interview. Proficient in Microsoft Word, Excel, PowerPoint, and Adobe Acrobat. Experience/Proficiency with Tableau, R, Qlik, and other reporting software/languages is preferred.

License and Insurance: Applicant must possess and maintain a valid Florida driver�s license and current vehicle insurance while employed by the Tampa Hillsborough Homeless Initiative, Inc.

Other: Applicant must be able to pass a Level II background screening.
