GENERAL DESCRIPTION: Under the supervision of the Chief Operating Officer, responsible for the implementation of daily fiscal and compliance operations. This includes but is not limited to; non-profit grant accounting, fiscal integrity functions, fiscal planning, internal control measures, revenue and expense projections, fiscal record keeping, and fiscal contract compliance. This position supervises the Finance Specialist.

DUTIES AND RESPONSIBILITIES:
Fiscal Management
1. Establishes, maintains, and manages the Coalition�s chart of accounts
2. Manages fiscal, accounting, purchasing and procurement procedures in conformance with generally accepted accounting practices, applicable OMB guidance, state statutes, DEL policies, and Coalition funding agency requirements
3. Prepares monthly School Readiness and Voluntary Pre-Kindergarten invoices, manages cash, donations, advances, pre-payments, reimbursements, and other funds paid to the Coalition and ensures reconciliation of bank statements
4. Assists the Coalition�s Chief Operating Officer in the development and review of the annual budget for submission to the Coalition Board for review and approval. Administer fiscal operations within the approved budget and maintain a system for proper accounting of funds.
5. Manages annual Coalition independent audit and Division of Early Learning fiscal audits
6. Maintains and updates Coalition�s cost allocation plan
7. Analyzes expenditure data on a monthly basis, at a minimum, to facilitate and track overall service delivery while maintaining budget integrity. This includes tracking of major early education and care data such as OCA expenditures, waiting lists, children served, budget thresholds, and other areas as identified with oversight of the Chief Operating Officer.
8. Maintain ongoing and frequent communication with fiscal staff of DEL as needed

Compliance Management
1. Maintains up-to-date knowledge and familiarity with the Early Learning Act (Chapter 1002, part V & VI, F. S.), Rule 6-M, 2 CFR 200 Uniform Guidance, other relevant federal, state, and local statutes, regulations, DEL guidance and policies including their requirements and effect on local communities.
2. Maintains up-to-date knowledge and familiarity with all subrecipient and contractor contracts
3. Develops subrecipient contract monitoring procedures, tools, and monitoring schedule to ensure contract compliance as well as federal and state compliance. Conducts monitoring with subrecipient according to established schedule.
4. Provides the Chief Operating Officer with financial data for planning, control, measurement, and evaluation of the Coalition�s financial position.
5. Manages the administration of contracts and agreements consistent with the fiscal policies and bylaws of the Coalition, implements the disbursement of funds to service providers as per contractual agreements, and report outcomes of such contracts to the Coalition
6. Prepares and submits, with COO approval, fiscal compliance records, reports, and documents including Coalition and subrecipient fiscal compliance reports sufficient to meet state monitoring and auditing requirements
7. Develops and/or updates Coalition fiscal related policies to meet legislative requirements, DEL guidance, rules, and other applicable requirements
8. Ensures subcontractors remain current with federal, state and Coalition policy concerning all issues pertaining to fiscal compliance responsibilities
9. Assists Chief Operating Officer and Grant Manager with contract procurement process, subcontractor contract development, strategic plan development and other required documents as identified

General Requirements

2. Attendance and participation in professional conferences, trainings, statewide and regional meetings, Coalition meetings, and other events as identified
3. Work harmoniously with Coalition members, other Coalition staff, early education care agencies and the community at large as appropriate
4. Assists Chief Operating Officer with special projects as identified
5. Other duties as assigned.

MINIMUM REQUIREMENTS:
Candidates must possess:
1. a bachelor�s degree in fiscal management, accounting, or a directly related field preferred plus five (5) years� experience in accounting, fiscal management analysis, and contract management, OR an equivalent combination of education and experience related to the duties of the position
2. Proficient in Community Brands Accounting Software (MIP) knowledge of childcare industry a plus
3. Knowledge of federal and state grant accounting and government regulations relating to fiscal responsibility, including OMB Super Circular and Generally Acceptable Accounting Principles (GAAP)
4. Knowledge of general office equipment including copier, fax, and computer
5. Knowledge of internet navigation and general website functionality
6. Strong organizational and analytical skills
7. Proficient skills in the use of Microsoft Office including Word, Excel, and Outlook and QuickBooks or other non-profit financial accounting software applications
8. Ability to implement and maintain effective records and fiscal management practices
9. The ability to multi-task and meet aggressive deadlines
10. Strong oral, written and presentation skills
11. Professional appearance and presentation

Candidates must demonstrate:
1. The ability to compile, organize and analyze data; develop policies and procedures; evaluate contracts, plans, and programs to ensure compliance; organize and maintain effective records management practices
2. The ability to work independently, establish priorities and manage deadlines, multi-task, and work in a fast-paced environment; work flexible hours and occasional weekends

LICENSES, CERTIFICATIONS OR REGISTRATIONS:
1. Possession of a valid Florida Driver's license and daily access to reliable transportation to and from work and for local work-related travel.

ESSENTIAL PHYSICAL SKILLS:
1. Ability to operate a computer for extended periods.
2. Ability to sit for extended periods while performing job functions.
3. Ability to assist with lifting of heavy boxes occasionally.
