GENERAL DESCRIPTION OF POSTION

Directly performs and supervises activities of the laboratory and pretreatment operations and process control and effluent monitoring. Ensures compliance with federal, state, local government, and Utility laws and procedures.  Establishes laboratory procedures according to Standard Methods and ensures proper performance thereof.  Performs all aspects required in administering/executing JWWU Pretreatment Program.  Responsible for coordinating the industrial pretreatment process to ensure local industries comply with local, state, and federal environmental regulations.  Investigates and works with Operations Manager and treatment plant personnel to provide possible solutions to problems in the treatment process. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Responsible for the day to day operation of the laboratory and pretreatment program.  Performs and supervises all laboratory and pretreatment functions and staff. 
  2. Oversees or performs NPDES and process control sampling and analysis for tests such as: BOD, TSS, pH, FC, CBOD, Volatiles, chlorine residuals, Oil & grease, and others.
  3. Serves as the technical expert for analytical guidance and training to other staff. Correlates and interprets results.
  4. Works with Operations Manager to provide possible solutions to problems in the treatment process.
  5. Maintains information and stays updated on federal, state, local laws and ordinances pertaining to laboratory and pretreatment functions and requirements.
  6. Establishes methods and procedures for laboratory analysis, and prepares and maintains manuals of such.
  7. Establishes and monitors quality assurance plan for the laboratory and pretreatment programs.
  8. Prepares treatment, pretreatment, and laboratory reports and maintains records (example: monthly DMR, NPDES reports, monofil and biosolids reports, SSO reports, etc).  Submits reports as required.
  9. Reviews lab calibration records and ensures accuracy of all test results of various lab equipment such as autoclave, spectrometer, USI probe, etc.
  10. Performs duties and responsibilities associated with the pretreatment program to include inspections of industrial and commercial facilities, collection of representative samples from industrial users, and record keeping and permitting.
  11. Prepares and maintains database for industrial permits; collects and maintains records.
  12. Reviews reports from industrial permit holders to ensure compliance. 
  13. Oversees inspections of grease traps, sand traps, etc. and assists as necessary.
  14. Ensures compliance with all lab safety procedures.
  15. May be asked to fill wastewater plant operator shifts in rare situations when needed.
  16. Performs other duties as assigned.

 

EDUCATION AND EXPERIENCE

Bachelor’s degree in Chemistry, Environmental Science, Management, Biology, or related field; or equivalent combination of education and experience.   Five or more years’ experience in a wastewater laboratory with specific ability to run the tests previously indicated.  Working knowledge of laboratory analysis, chain of custody protocols, etc.  Class III or higher wastewater operator’s license.  Valid Arkansas driver’s license.  Knowledge of federal and state regulations and requirements pertaining to pretreatment and laboratory operations.  Knowledge of process and equipment involved in wastewater treatment, laboratory, and pretreatment processes.  Knowledge of established quality assurance and quality control practices, sample collection and preparation, and analytical methodologies. Ability to communicate technical information effectively both orally and in writing.  Ability to supervise technical workers.  Ability to work independently.

 

PHYSICAL DEMAND

Work activities which allow for a moderate amount of diversity in the performance of tasks which requires somewhat diversified physical demands of the employee.   This position will work in and around the treatment plant, laboratory, and pump stations, various industrial and commercial facilities in various types of weather conditions.  Must have the ability to turn heavy valves, open gates, and lift objects weighing up to approximately 100 lbs.
