Professional Experience
Senior Shift Engineer Generation & Transmission - Energy Control Center June 2004 - Present
Puerto Rico Electric Power Authority (P.R.E.P.A.) San Juan, Puerto Rico
Monitor Energy Management System displays (SCADA) to remain head-on of current generation and transmission conditions, and take appropriate actions to maintain system frequency, voltages and line equipment loading within acceptable limits to assure the reliability of the transmission system.
Prepare and independently review clearance orders to assure the safe work area for field forces working on the transmission system.
Plan, coordinate, authorize, and direct switching and blocking to assure the safe work area for field personnel working on the transmission system.
Maintain on-going communication with the on duty Manager in order to keep him informed of all pertinent operational information. Interface with generation dispatching personnel, internal and external generation companies, distribution dispatchers and high voltage customers.
Keep track of the Transmission System Operators and Generation Dispatchers to assure the safe work, switching and tagging, procedures, safe frequency levels, safe spinning reserves, while maintaining a good working environment.
Take any action needed to restore the transmission system to a safe and stable condition, including shedding firm load.

Transmission System Operator 1 - Energy Control Center June 2002 June 2004
Puerto Rico Electric Power Authority (P.R.E.P.A.) San Juan, Puerto Rico
Operated and monitored 230KV and 115KV transmission lines and 38KV sub-transmission lines assigned to the principal E.C.C. Performed field operations in the switchyard next to the E.C.C. of Puerto Rico under the supervision of the Transmission System Operator 2.
Recorded line fault events including Protection Flags and Breakers; updated relay data of the transmission system for the fault analysis data record and statistics.
Coordinated with the Generation Engineer Dispatcher all associated activities related to the stability of the system frequency, including load shedding, voltage reduction (brownout) and voltage regulation with capacitor banks and reactive power from generation units.
Managed emergency situations such as nonconforming actions related to safety practices and breaker failure, among others.
Coordinated with the Generation Dispatcher all associated activities related to the stability of system frequency, including load shedding, voltage reduction and regulation with capacitor banks and reactive power from generation units. Assign work orders to external and internal customers.
Oversaw full control of 38KV sub-transmission lines assigned to the principal Energy Control Center (NW-N-NE-SE) of Puerto Rico.
Shift Generation Engineer Dispatcher - Energy Control Center June 1997 June 2002
Puerto Rico Electric Power Authority (P.R.E.P.A.) San Juan, Puerto Rico
Monitor and control the generation of six thermoelectric and seven hydroelectric plants serving over 1.5M users ensuring accurate output based on demand. Conduct in-depth evaluation and review of system parameters for accuracy in energy analysis and forecast per specific periods. (Economic Dispatch).
Schedule generating units at every hour interval with varying loads under different constraints and dynamic environments while maintaining the required spinning reserve. Coordinate load shedding with Transmission & Distribution personnel when generation does not meet actual load.
Ensure regulated system frequency with the AGC and individual generator graph updates.
Monitor and enforce safety protocols, identify risks and execute preventive and corrective actions.
Assigned with S.C.A.D.A. (EMS) staff for the training and Factory Acceptance Test (FAT) of the SIEMENS (SCADA) system upgrade in Minnesota. Recommended systems module adaptation based on operational needs; trained over 6 colleagues on system changes.
Instrument Technician 1 - San Juan Steam Plant September 1996 June 1997
Puerto Rico Electric Power Authority (P.R.E.P.A.) San Juan, Puerto Rico
Test, calibrate, install and repair equipment associate to the generation units.
Inspect and monitoring devices in use to accurately diagnose equipment issues.
Perform general maintenance on the measuring and recording equipment.
