HWC � Business Team Lead (Manager), Washington, DC � 01/2017 to Present.

Business Team Lead for BioWatch (Program under Department of Homeland Security)
� Business Manager for the BioWatch Program, under the Countering Weapons of Mass Destruction Program (CWMD), for the Department of Homeland Security (DHS).
� My team manages and monitors all of the budgeting, spending, requests for contract actions, and budget justification for the program. This justification entails convincing DHS Government officials to provide funding for our programs rather than allocating elsewhere.
� We are experts in Federal Acquisition Regulation (FAR), federal budgeting processes, grants (including cooperative agreements), interagency agreements, and all Federal contract types. We are also experts in the DHS� Federal Financial Management System (FFMS), as well as the PRISM contract management system.
� We are the direct link between the needs of the Government and the contractor team. We ensure the relationships between both sides remains positive.
� In total, we manage about $85M in Government funds.
� The program relies on my former experience as Contracting Officer (CO) to advise them on contract related actions prior to submitting requests to the CO.
� Within only 9 months of working with the team I was granted an award for outstanding performance and an internal promotion. The team has also received numerous letters of appreciation from our client to the partners within HWC.

Project Management, Strategy, and Acquisition Consultant (Manager)
� Consulted on strategy, regulation, and budgeting for Government programs and acquisitions; my program�s focus was digital marketing.
� My team ensured requirements were met within budget and documented correctly. We prepared contract documents, as well as memorandums and presentations to justify our program�s spending and funding allotments.

Lowe�s Home Improvement � Corporate Office, Charlotte, NC � 05/2015 to 05/2016.

Vendor and Sourcing Manager
� Managed a team in charge of supply and service projects/programs for stores and distribution centers. I not only wrote the contracts, but also negotiated final costs.
� Required to research and develop relationships with new and current vendors. Much of my work consisted of communicating with vendors for indirect services required for Lowe�s Stores and Distribution Centers in order to discover new outlets for our sourcing needs and to ensure project/contract requirements were met within proper timelines and budget.
� Responsible for RFP creation and proposal analysis.
� Achieved significant cost reductions on several programs and significantly improved our vendor database by implementing new data gathering strategies/requirements.

NAVAL SEA SYSTEMS COMMAND (NAVSEA), Washington, DC � 05/2009 to 05/2015.

Contracting Officer of Major Weapons Systems Procurement
� NAVSEA is one of the premier DoD agencies, with the largest spending budget of any acquisition agency in the US Government, handling over $30 billion worldwide, and accounting for more than one quarter of the Navy�s budget. NAVSEA offers one of the most competitive and fast paced environments in the Government.
� Led a team responsible for for Major Weapons Systems Procurement including: Construction, Components, and Services. Provided new strategies and insight in order to improve out dated Government policy and processes.
� Responsible for negotiation, cost analysis/savings, and budgeting of programs. Past programs and negotiations have exceeded $800M. Methods used for evaluation include, but are not limited to: regression analysis, cost/price analysis, labor hour/rate analysis, market research, audits, and any other means of analysis required to form positions/offers for the Government.
� Required to publically represent the Government during times of legal dispute such as lawsuits and contract protest. Have successfully represented the Government on several occasions.
� Awards, achievements, and presentations for this position include:
o Personally briefed senior Navy officials including: Secretary of the Navy; numerous admirals and senior executives; and prepared a brief for the Governor of Washington State.
o Recognized by the Chief Commander of NAVSEA for outstanding performance in 2013, 2014, and 2015 for saving the Navy $20M, $50M, and $35M respectively.
o Selected to spend several months at US Naval Base San Diego managing training exercises relating to cost analysis, business document writing, and contract negotiations.
