EXPERIENCE SUMMARY:
TLAM Weaponeer:

-- Performs target analysis, aim point development, and weapons effect calculations (Weaponeering) for cruise missiles to maximize weapon system performance against tasked targets.
-- Coordinates cruise missile employment issues and provides input to Joint Staff, COCOMs, services, and agencies (CSAs).
-- Coordinates with mission planners in support of missile route development, aim point identification, no strike areas/objects, run-in headings, missile block type, warhead fusing, and terminal maneuvers.
-- Provides target materials support for target and aim point identification for Joint Desired Point of Impact (JDPI) precise point mensuration and ensures data and weaponeering results are properly integrated into mission planning.
-- Produces targeting folders; compiles and ensures all materials necessary to support cruise missile mission planning are complete and current.
-- Processes all-source intelligence to produce aimpoint selections and Weaponeering calculations required for cruise missile mission planning.
-- Evaluates target nominations and reviews all target lists sourced for cruise missiles to ensure nominations contain sufficient targeting data to permit mission planning.
-- Evaluates nominations for compliance with rules of engagement (ROEs) and adherence to the International Conventions of the Laws of Armed Conflict (LOAC). Determines damage and disruption levels required to meet political and military objectives and desired effects of planned or proposed operations. Ensures adherence to ROEs and LOAC regarding target attack exemptions.
-- Determines applicability and calculates effectiveness of cruise missiles against each target element and aimpoint by considering warhead damage mechanisms, missile performance, specific delivery tactics, and unique target element structural characteristics to produce a single event value.

EXPERIENCE:
Nov 2015 to PRESENT , 40 Hours/Week

TS/SCI Billet, Deputy Director of Operations J30 (May 08 – Nov 15),
-- As Deputy Director of Operations Develop and implement command goals for the Op Depart. Liaison and interface with military Commands for real world war fighting tasking and exercises, to include Dynamic Targeting for SOCs, AOCs, Fleet units and other Strike Planning Orgs.
-- Supervises 13 Civilians, 6 Military and 3 Contactors in day to day operation of Mission Planning
-- Overseeing production of Tomahawk Cruise Missile mission planning and distribution using Tomahawk Planning System (TPS) and Mission Distribution System. Ensuring all missions leaving the command are evaluated and analyzed using defensive threat data bases in the horizontal and vertical display of the TPS. Acceptable route are laid out for best flight route possible for missile's arrival on target accounting for terrain type and missile navigational method which includes Terrain Contour Matching (TERCOM), Digital Scene Matching Correlation, Global position Satellite (GPS) and Vertical Update Point (VUP).
-- Researches and evaluates impacts of proposed hardware and software upgrades. Identifies and reports system deficiencies and suggested enhancements. Participates in user review groups, conferences and committees. Writes and edits point papers and present oral briefing for senior officers.
-- Fully qualified NGA-certified Tomahawk Cruise Missile Geo-positioning Mensuration Analyst
-- Produces high quality TLAM Missions

-- TS/SCI Billet, Deputy of Training and Exercises, J70 (11/00 – 05/08)
-- As Target Intelligence trainer provided technical expertise on Point Mensuration methods and services, mentoring command analyst on best practices and maintaining target Mensuration proficiency using Precision Targeting Workstation (PTW) software Electronic Light tables for Socket Set/GXP (Mono and Stereo clients) and Digital Imagery Work Station (DIWS). Training Included: Photogrammetric, Target Validation, Target point Mensuration, Feature extraction, creating Tomahawk Cruise Missile Navigational Products using Terrain Matrixes with Point Positioning Data Base (PPDB) images.
-- Provided instruction and mentorship in qualifying (44) Air Force, Navy and Civilian Personnel as Target Intelligence Analyst providing Geospatial Intelligence for Tomahawk Cruise Missile Mission Planners and the War Fighting community.

-- Responsible for the development and maintenance of training Syllabuses for Target Intelligence analyst and for Tomahawk Cruise Missile Mission Planners.
-- Command Subject Matter Expert for the NGA Precise Point Position Process Certification (4PC), resulting in CMSAPAC having the largest representation of qualified Target/Geospatial Analyst in the intelligence community (16 Personnel)
--Participated as Tomahawk Cruise Missile Liaison Officer during four Major Joint Exercises, assisting in the Targeting Cycle process in the identification of TLAMMABLE Targets.
-- Fully qualified NGA-certified Tomahawk Cruise Missile Targeting Analyst for Target Mensuration and Mission Planning.

-- TS/SCI Billet, Cruise Missile Sr Mission Planner Sr TGT/Geospatial Analyst (10/98-11/00)
-- Produce high quality Tomahawk Cruise Missile missions using Tomahawk Planning System (TPS). Develops and maintains nuclear and conventional cruise missile mission data using TPS both in operational and flight test mission environments. Develops overall mission route strategy from launch point to target using appropriate navigational updates

-- Evaluating and analyzing the defensive threat in to the mission route area of interest in the horizontal display of the TPS. Lay out best flight route possible for missile penetration to the target from the data displayed TPS. Taking into account terrain type and missile navigational method tasked, which includes Terrain Contour Matching (TERCOM), Digital Scene Matching Correlation, Global position Satellite (GPS) and Vertical Update Point (VUP).
-- Evaluate and analyze best missile route using NGA Digital Elevation and Terrain Data product on TPS horizontal display, using the terrain masking to protect the missile from radar detection. This evaluation and analysis enhances the overall survivability of the missile to arrive on target.
-- Verify appropriate maneuver and fuzing for target. Ensure all missions produced have the correct targeting data that is required by the Targeteers/Weaponeers and coordinating for necessary changes when the tasked parameters cannot be met.
-- Create necessary Tomahawk Cruise Missile navigational products to include; Target Point Mensuration, Digital Scene Matching Correlation Maps (DSMAC), Terminal Terrain Matrixes and VUP using the DIWS and PTW Soccet Set/GXP Electronic Light Tables for the specific missile assigned ensuring adherence to Cruise Missile Tomahawk Operations Procedures Manual.
