Project controls (e.g., cost estimating, cost controls, and scheduling) has been identified as critical functions and will be playing an important role in the management (e.g., scope, time, cost and risk) of projects and programs in utility Transmission and Distribution.
Scope/ Focus
• Responsible for executing all Project Controls activities for assigned projects, programs, or areas of responsibility. Develop and maintain strong working relationship with project or program stakeholders. Manage service levels with varying degrees of complexity and requirements appropriate to the position. Meet performance goals set forth in an effective and safe manner while demonstrating the company’s values and guiding behaviors.
• Develop and maintain project budgets/baselines, short- and long-term forecasts, and expenditure plans for assigned project(s) and/or program(s). This includes the aggregation, reconciliation, and update to the budget(s), forecast(s) and spending plan(s) according to jurisdiction splits, asset types, cost drivers, and funding sources
• Develop or prepare routine and adhoc reports to assist Project Managers to monitor, manage, and forecast costs (e.g. budget, actual, commitment, and contingency) for assigned projects and/or programs or in response to internal or external data requests for assigned projects and/or programs. Create and maintain a risk register. Accordingly, evaluate level of contingency needed using appropriate methods (e.g. Monte Carlo analysis)
• Perform routine and ad-hoc research, updates, and data gathering/analysis in areas of cost controls (e.g. budget, actual, commitment, contingency). Prepare and present results, alternatives, and/or recommendations to support business decisions, to manage project costs and schedules, and to mitigate potential risks to assigned projects and/or programs. Involve and support change control and contract negotiation/claim management. Collaborate with stakeholders and utilize applicable estimating, cost management, and/or scheduling knowledge, techniques, and tools to determine and communicate the results (e.g., trend, variance, and cost impact)
Other:
• Prepare project controls data request responses and work papers in supporting corporate/OU governance (e.g. Business Oversight Team and Capital Review Team), internal/external audits, General Rate Cases, and any pertinent regulatory filings. Assess customer needs and determine recommended approach to resolve matters of significance. Apply knowledge following prescribed procedures or determining which procedures to follow. Determine whether specified standards have been satisfied.
Minimum qualifications:
Education: A combination of education, training, and experience, generally equivalent to those typically possessed by a 4-year college graduate Work Experiences (Years):
• Typically possesses two or more years’ experience in cost controls/management
• Demonstrated knowledge, ability and experience with Microsoft software (e.g., Word, Excel, PowerPoint, access database). Excel test required.

Preferred Qualifications
• Demonstrated experience in Project Management, Project Controls, and/or Construction Management, or equivalent experience. Utility construction/CA regulated/regulatory/EPC experience desirable
• Demonstrated knowledge, ability and experience with Microsoft software (e.g. Word, Excel, PowerPoint, and Visio) and SAP or similar Enterprise Resource Solutions application
• Strong Excel experience preferred. Power query coding experience a plus.
• Solid experience in creating end-to-end cost management and financial models. Analysis of costs (tracking, forecasting, reporting) for the Capital and Operations and Maintenance.

This job operates in a professional office environment and uses standard office equipment such as computers and phones. Currently position is remote, but this may change in the future. The office is located in Pomona.
