The State of South Carolina Department of Public Health (DPH) is seeking a Business Analyst – Project Lead to support and improve internal Human Resources processes. This role will focus on optimizing workflows and enhancing system utilization, particularly leveraging the SCEIS SAP ECC platform and other agency systems.
The consultant will analyze business processes, implement improvements, support HR systems, and ensure compliance with regulatory standards and best practices.
· Analyze, document, and improve business and system processes.
· Support HR process optimization and workflow improvements.
· Work with SAP SuccessFactors or equivalent HRIS systems.
· Develop user guides, standard operating procedures (SOPs), and technical documentation.
· Create reports, dashboards, and data visualizations using SAP or Power BI.
· Ensure compliance with HR/payroll processes and data privacy regulations.
· Collaborate with stakeholders to improve system efficiency and performance.
· Support enterprise HR system implementation and process improvement initiatives.
· 5+ years experience analyzing, documenting, and improving business and system processes.
· 5+ years experience with SAP SuccessFactors or equivalent HRIS systems.
· 3+ years experience with State HR/Payroll processes, data privacy standards (HIPAA, FLSA), and regulatory compliance frameworks.
· 5+ years experience creating user guides, SOPs, and technical documentation.
· 3+ years experience with reporting, dashboard creation, and data visualization using SAP or Power BI.
· 5+ years experience using Microsoft Office (Word, Excel, PowerPoint, Visio) and collaboration tools (SharePoint, OneDrive, Teams).
· Experience with NIST industry standard information security practices.
· Experience supporting IT implementation projects.
