BIRTH & BEYOND The Birth & Beyond (B&B) program consists of nine Family Resource Centers (FRCs) located in nine culturally and linguistically diverse high-need communities throughout Sacramento County. The B&B FRCs are community-based collaborative infrastructures that serve as delivery hubs where families access an array of support services, resource and referrals, and other family strengthening activities. B&B FRCs provide a system-of-care to deliver child abuse and neglect prevention and early intervention services for families with children ages 0-17. B&B FRCs offer a range of services from evidence-based home visitation, group-based parenting education, crisis intervention, social and emotional support and learning activities, and other services that strengthen families and build their protective factors. The vision for B&B is that all children and families are safe, healthy, and connected to a strong community.
B&B receives funding from a variety of sources: First 5 Sacramento, Sacramento County Department of Child, Family, and Adult Services (DCFAS), Sacramento County Department of Human Assistance (DHA) CalWORKs, and AmeriCorps. First 5 Sacramento and DHA/CalWORKs provide funding to serve children prenatal through age five and their families, while funding from DCFAS allows B&B to serve children 6-17 and their families. B&B’s primary funding contracts include:
• CalWORKs Home Visiting Program (HVP)/Family Support Initiative (FSI) provides evidence-based home visitation services using the Healthy Families America (HFA) or Parents as Teachers (PAT) models to families who have an eligible CalWORKs case and children under 5 years of age. The California Department of Social Services (CDSS) allocates funds to Sacramento County DHA who partners with First 5 Sacramento to fund B&B.
• Empowered Families, funded by First 5 Sacramento, addresses four Implementation Strategies in the First 5 Strategic Plan to increase the use of effective parenting to decrease trauma and child maltreatment: 1) Social and emotional support and learning activities and groups for parents and families; 2) Group parenting education and support services; 3) Intensive home visitation services; and 4) Focused case management for parents requiring crisis support services. This service array provides a continuum of strategic support that build protective factors, and the capacity and resiliency of parents, caregivers, and families with children ages birth to 5.
• Department of Child Family and Adult Services (DCFAS) funds the same four B&B family-strengthening services and strategies as First 5 Sacramento and is specific to families with children 6 to 17 years of age.
The Child Abuse Prevention Council of Sacramento (CAPC) serves as the B&B backbone agency providing fiscal compliance, program monitoring, administrative oversight, quality assurance, training, technical assistance, evaluation, and oversight to ensure adherence to best-practice and evidence-based model fidelity for B&B FRCs. CAPC ensures standardization of B&B policy and procedures, coordinates subcommittees, monitors progress towards contract milestones, facilitates B&B’s external evaluation, coordinates the Advisory Board of Community Leaders, and administers Medi-Cal Administrative Activities. CAPC conducts program outreach and engagement through Family Engagement Liaisons (FEL) to initiate services with families and engage community partners.
POSITION SUMMARY The Family Engagement Liaison is responsible for recruitment and engagement of families to participate in Empowered Families, CalWORKs HVP/FSI, and DCFAS 6+ programs at B&B Family Resource Centers. The Family Engagement Liaison is responsible for partnering with Sacramento County DHA in reviewing case records for eligible families, determine eligibility for home visitation services, and providing referrals to B&B FRCs. In addition, the Family Engagement Liaison is responsible for B&B program outreach throughout Sacramento County to assist in the increase of referrals to B&B services. Family Engagement Liaisons provide support, training, and technical assistance on HFA and PAT to their assigned B&B FRC. In partnership and agreement with DHA, CAPC will ensure that the Family Engagement Liaisons are out stationed at a Sacramento County Department of Human Assistance Office a minimum of 30% of their work week at one of the following DHA locations:

• 2450 Florin Rd, Sacramento, CA 95822
QUALIFICATIONS
Education and Experience
• Bachelor’s degree in human services field preferred.
• 1-3 years’ experience working in non-profit, social services, or community agencies, including implementing referral and service coordination.
• Knowledge of child abuse prevention field, family strengthening, public assistance, parent education, social services and/or child welfare services required.
• Experience working with public assistance, family strengthening, parenting education and support serving agencies preferred.
• Experience working/serving in a B&B Family Resource Center preferred.
• Experience with providing home visitation client case management services preferred.
• Bilingual strongly encouraged to apply.
• Training certifications related to child abuse and neglect prevention and family strengthening preferred.
• Knowledge of resources local community and social services.
• Must have skills to assess participant needs.
