Position Overview:
The Day Program Director is a management level position within the STEP to Independence Program of Opportunity for Independence (OFI), an agency based in San Rafael, California. OFI advocates for the self-determination of people with intellectual and developmental disabilities by offering an array of individualized innovative services and behavioral supports to promote happy healthy lives. The STEP to Independence Program offers integrated, competitive employment opportunities, services and behavioral supports to enable persons with developmental and intellectual disabilities to fully integrate into the community and be part of the mainstream workforce.
Distinguishing Features:
The Day Program Director is responsible to oversee the design, delivery and implementation of services to OFI’s STEP program participants and individuals receiving individual day services, to ensure consistency with the best interests of the participants, Best Practices in the industry, and OFI’s mission. This position works together with Employment Coordinator under ED supervision to achieve integrated, competitive employment opportunities, services and behavioral supports to enable persons with developmental and intellectual disabilities to fully integrate into the community and be part of the mainstream workforce.
Major Tasks, Duties and Responsibilities
MANAGEMENT AND LEADERSHIP
Ensure the development and continuous quality improvement of a strong STEP program under HCBS requirements, in collaboration with the Employment Coordinator, so it integrates the four domains of: health and wellness, social engagement and community integration, job readiness and employment into each participant’s program. This includes the development of clear program standards, protocols, structures and practices.
Implement program changes using organizational change Best Practices.
Participate as a member of the OFI Management Team responsible for: (1) providing oversight to the effective daily implementation of the Day Program; (2) ensuring strong staffing and teamwork to implement high quality programming; (3) coordinating clients’ services; (4) developing program systems and policies to ensure alignment across programs; and (5) trouble shooting and problem solving on critical program issues.
Meet weekly with Employment Coordinator/Day Program Manager and Executive Director.
Conduct performance evaluations for day program staff and implement plans of correction as appropriate.
Oversee the professional development of Job Coaches with the Employment Coordinator
Ensure all new Job Coaches are oriented and trained
Adopt a training curriculum and trainers
Ensure all Job Coaches develop OFI Job Coach competencies
Create a Job Coach incentive program (i.e. Job Coach of the Month)
Work with the OFI Management Team to ensure OFI programs are accredited with the highest standards during GGRC Quality Assessment Reviews.
Work with Executive Director and Lead Trainer to ensure high quality new staff orientation.
Serve as an agent of OFI by consistently practicing positive and professional interpersonal skills with participants, families, staff and partners, and providing assistance, consultation and support as needed.
Attend Board of Directors and community meetings as requested by the Executive Director.
Maintain professional standards of performance, demeanor and appearance at all times.
PROGRAM MANAGEMENT AND QUALITY ASSURANCE
Build and maintain a high-quality STEP Day Program that consistently offers integrated, competitive employment opportunities, services and behavioral supports to OFI participants, ensuring that they are fully integrated into the community and part of the mainstream workforce.
Ensure that there is a clear program design, outcomes, success measure, and program fidelity.
Ensure that the day program has a written Program Manual and Standard Operating Procedures that are kept updated every quarter.
Ensure that staff adheres to the program design and proactively address any issues related to this.
Lead annual program evaluations and develop annual program improvement goals in consultation with the Executive Director.
Maintain and adhere to all title 17 and 22 regulations.
DAY PROGRAM CLIENT SERVICES
Cultivate and solicit client referrals for the Day Program.
Oversee full intake and assessment process for all new day program participants.
Coordinate with case managers, family members, and other service providers and maintain strong communication and partnerships with community agencies.
Oversee Person Centered Planning, coordinate ISP development with staff and Circle of Support teams, ensuring annual Personal Profiles and Positive Future Individual Plans (PCISPs) are completed annually for all day program participants. Oversee data collection.
Ensure PFIPs are written and attend all formal PCISP meetings with GGRC and other stakeholders.
Work with the STEP Team and Executive Director (when necessary) to oversee that participant plans are effectively implemented by staff and revised as needed.
Ensure regular internal case review of all day program participants during staff meetings.
Oversee reporting on day program client service hours billing.
Maintain all participant records in a timely manner and ensure they are complete and comply with OFI program standards and GGRC and other mandatory requirements.
REQUIRED KNOWLEDGE AND SKILLS
Extensive knowledge and experience in effectively working with persons with intellectual and developmental disabilities and behavioral challenges.
Ability to train and consult with paraprofessional staff to work effectively with individuals with developmental disabilities and behavioral challenges.
Ability to develop and implement quality programs and services to meet the needs of adults with developmental disabilities and their families.
Ability to formulate a service plan and to engage in person centered thinking and planning.
Excellent written and verbal communication skills including the ability to make public presentations and provide in-service training and education.
Extensive experience in the field of developmental disabilities, including proven record of successfully working with program development implementation and quality assurance.
Strong interpersonal and collaboration skills.
Ability to professionally represent OFI with GGRC and other partner agencies.
Leadership experience with managing program services including developing high performing teams and providing effective supervision, consultation and feedback to staff.
Ability to work both independently and in a team environment to meet the short and long-range goals of the agency.
MINIMUM QUALIFICATIONS
Five years or more of progressively responsible experience at a non-profit agency.
Three years of experience providing staff supervision, leadership and training in a behavioral service program setting.
Thorough knowledge and understanding of developmental disabilities, including familiarity with GGRC requirements.
Willingness to take a leadership role in program development and quality improvement efforts
AA, Bachelor’s degree; Master’s degree preferred
Car in working order
Able to pass a criminal background check
WORKING CONDITIONS
Able to sit and work at a computer keyboard for extended periods of time.
Able to stoop, kneel, bend at the waist and reach on a daily basis.
Able to perform general office administrative activities: copying, filing, and using the telephone.
Able to lift and move up to 25 pounds occasionally.
